The MOD has apparently bought 8 helicopters (costing $259 million) that can't fly in cloudy weather. You can sort of excuse the MOD when it says it doesn't have enough sand filters, because we don't live in a desert. However, we do live in a country where it rains a lot. That requires clouds.
